Steps of operation are as follow: Download driver from link provided above. Click the "setup.exe" file to install driver. Open "My Computer". "My bluetooth device" should appear after successful installation. Insert bluetooth for dongle to computer. Connect your device to computer via bluetooth, bluetooth name is"USER-XXXX"(no password required).
